After decades of racially biased anti-drug policies that supported racist outcomes and anti-black ideologies, the most egregious racial disparities are reflected in the poverty rates of over policed neighborhoods and mass incarceration of Black, Brown and Indigenous people. Higher arrest rates are not reflective of increased prevalence of drug use, but rather of law enforcement’s focus on lower income communities and communities of color. As a result of these systemic and historical events, children and families that reside in these communities face a disproportionate risk of exposure to intergenerational trauma, which have been shown to negatively impact individual and family functioning throughout life.
